SB 854 Public Works Contractor Registration Program

In January 2014, SB 854 became law. This education budget legislation included add-on provisions that amended and changed portions of the California Labor Code relating to prevailing wage requirements on public works projects in the State of California. SB 854 established a new Public Works Contractor Registration Program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects.

Contractors and subcontractors must be registered with the Department of Industrial Relations in order to:

  • bid or be listed on a bid for a public works project on or after March 1, 2015, or
  • work on a public works project awarded on or after April 1, 2015.

It appears that many contractors and subcontractors are still not informed of the requirements of this law. Please make sure you register - you can do it online in less than 20 minutes.

NOTE: The fee is an annual fee for the period July 1 through June 30 - therefore unless you are bidding on a job between now and the end of June you may want to wait until July 1, to register.
